The existing Development of Regional Impact (DRI) and controlling Development Order (DO) no longer meet the City’s needs for achieving the goals of the City’s Comprehensive Plan or achieving the desired development and redevelopment in downtown Jacksonville. Therefore, the team led by CHW will assist the Downtown Investment Authority, as the Master Developer for the City of Jacksonville’s Consolidated Downtown DRI, with abandoning the DRI in accordance with Ch. 380.06(11), Florida Statutes, and rescind the DO.
CHW’s approach will achieve these tasks in a way that preserves DRI Phase I entitlements as well as other vested entitlements. There are three major efforts that must be completed to achieve this goal: (1) The project team led by CHW will strategize with the City of Jacksonville Downtown Investment Authority (DIA), the City’s Office of General Counsel, City Planning and Development Department, and other City departments or divisions, as necessary, to develop a methodology for preserving the vested and Phase I entitlements within the DRI once the DRI is abandoned and the DO is rescinded; (2) The project team will prepare and process necessary amendments to the City’s adopted Comprehensive Plan, Code of Ordinances, Mobility Plan, and other City plans, as necessary; and (3) CHW will lead the process to abandon the DRI and rescind the DO.
